Details:

Fits nearly all brands of cross bars. A couple others have mild damage. Other than the pads, it looks to be in good shape. The box has some wear and punctures.

The arms pivot in a complete circle and locks easily place. One pad is heavily worn torn. I think there are two small black pads missing.
