Details:

Known issues one of the rubber bike frame pads is missing. Please look at the pictures carefully. It doesn't look too bad to me. One of the trunk cable straps looks like someone tried to cut through it.

This rack only comes as shown. I don't think it's going to break or anything. There are no cracks or damage to any of the parts other than what I have previously mentioned.

Everything is in good working condition. I tested all of the moving parts. See pictures.
